Annual nominations are made on the basis of individuals being active members in good standing with the Arkansas Chapter of NIGP and employed in the area of purchasing with a City, Municipality, County, State, Public School, Higher Education, or a Public Entity.  These nominations are typically announced at the annual ARNIGP Conference.
